Tunisia turns up regularly in nearshore comparisons, and the reasons are geographic as much as educational. They are worth separating from the marketing.

The first is the time zone. The country runs on Central European Time, which means a working day that overlaps almost entirely with Paris, Milan or Frankfurt, and substantially with the Gulf. What remains is due diligence, and it is identical everywhere. Who writes the code — the team you met, or a subcontractor you will discover mid-project? Who owns the repository at the end of the contract? What happens if scope doubles? A serious supplier answers all three without hesitating, whatever their address. One who hesitates on the first has told you what you needed to know.
