Native, PWA or mobile web: the decision turns on real usage, not on fashion.
The request almost always arrives backwards: "we need an app". The more useful question is what your customers will do on their phone, and how often. The answer decides everything else, budget included.
If the use is occasional — browse, book, get in touch — a properly built mobile site is enough, and it carries a decisive advantage: nothing to install. The first obstacle for an app is not its price, it is persuading someone to install it and not delete it a week later.
If the use is frequent and quick, a progressive web app covers most of it: it adds to the home screen, works offline, and updates without going through a store. In markets where mobile data is metered, that degraded mode is an argument rather than a detail.
Native becomes necessary when you need the hardware: reliable push notifications, heavy camera use, background location, in-app purchase, continuous barcode scanning. It costs more to build and considerably more to maintain, because two operating systems must be tracked.

What does being on the App Store and Google Play cost?
Developer accounts are paid and recurring: Apple charges annually, Google a one-off fee. On top sits the submission and compliance work, which returns with every major update. It is a recurring cost to plan from the start.
Can the app connect to our management system?
Yes, and it is the most common and most useful case. The app becomes the visible face of the tool your team already uses: the rep enters an order on the phone and it lands directly in stock.
What if nobody installs it?
That is the main risk and it is addressed before development. If you cannot state clearly why a customer would install your app rather than open your site, the project should be a mobile site. We say so when that is the case.
